   Before serving as Knox County as the Fire Chief for 3 years, with Rural/Metro Fire Department, and as the County Fire Marshal for 14 years Wayne was a fire truck operator and fire inspector at the Oak Ridge National Laboratory, Oak Ridge, Tennessee, for nine years. Before that, he served as assistant chief in charge of training for the Knox County, Tennessee, Volunteer Fire Department. 
   The Eveready Battery Company named him as the National Fire Preventer of the Year" in 1989. Also in 1989 Operation Life Safety presented Waggoner with it’s annual Commitment to Life Safety Award. In June 2002 Wayne received the prestigious H.D. Crossnine award given to him by the Southeastern Association of Fire Chiefs.
In addition, Waggoner serves on the boards of the Heiskell Volunteer Fire Department, the Tennessee Fire Safety Inspectors Association and the Tennessee Valley Society of Fire Protection Engineers. He is also a member of the International Association of Fire Chiefs, the National Fire Protection Association, and Tennessee Fire Chiefs Association.
   Wayne also chairs the Tennessee Fire Safety Inspectors Association Fire Code Development Committee and is past Chair of the National Fire Protection Association, Southeastern Fire Code Development Committee. Waggoner has also served on the Southeastern Fire Chiefs Association’s and Standard Building Code Congress Fire Code Action Committee.Waggoner holds an associate's degree in fire protection from Roane State Community College, and is a State of Tennessee Certified Fire Inspector.
