Bruce Lecair, a 31-year fire service veteran, is Regional Manager for NFSA’s West Region, which includes California and Hawaii.  Bruce joined the Woodland, California Fire Department in January of 1979 and served as Fire Marshal for six years. He served on the Northern California Fire Prevention Officer’s Association Board of Directors for two years and was Co-chair of the Northern California Fire Prevention Officers Fire Equipment and Devices Committee for 3-years. Bruce served as President of the Yolo County Fire Prevention Officers Association for 2-years. Bruce served on the Title 19/NFPA 25 Ad Hoc Working Group that assisted the State Fire Marshal in adopting the current NFPA 25 with California amendments for inspection, testing and maintenance of water-based fire protection systems. Bruce currently is a member of the California OSFM Automatic Extinguishing Systems Advisory Board and the Residential Fire Sprinkler Water Task Force. Bruce is California Fire Service Training and Education System certified as a Fire Marshal and Chief Officer, has an Associate of Science degree in Fire Science, a Bachelor of Science degree in Management and a Master of Science degree in Emergency Services Administration.

California Code Development for 2010 Code Cycle
     The Office of the State fire Marshal has announced recently that in cooperation with other state agencies, the OSFM is in the process of developing and proposing Building Standards for the 2010 California Building Standards Codes. The general purpose will be to update and codify the new Edition of the California Building Standards Code (California Code of Regulations, Title 24) that adopt and reference more current editions of the model codes, including the following;
Part 2 2010 California Building Code (2009 IBC)
Part 2.5 2010 California Residential Code (2009 IRC)
Part 3 2010 California Electrical Code (2009 NEC)
Part 4 2010 California Mechanical Code (2009 UMC)
Part 5 2010 California Plumbing Code (2009 UPC)
Part 9 2010 California Fire Code (2009 IFC)
Part 12 2010 California Referenced Standards Code

OSFM to Address Water Discharge for Fire Protection System Issues
     In response to a letter from NFSA West Regional Manager on behalf of the California NFSA Chapters and support from the California Fire Prevention Officers and Cal Chiefs, the Office of the State Fire Marshal will begin meeting stakeholders in the Fire Protection and Water Industries to identify issues relating to discharge of water during NFPA 25 maintenance and testing operations.
The initial meeting held on July 30, at the OSFM, was used to define the intial scope and goals for the Water Discharge for Fire Protection Systems Focus Group. The scope of the Task Force will be (1) to identify Water Reclamation re-use and recycle concerns, (2) Environmental Protection Act laws and regulations with focus on issues relating to water reclamation,  (3) Political issues in conjunction with the Clean Water Act and (4) Governmental concerns relating to the 9-Regional Control Boards and subsequent Districts and local government agencies.

The initial goals set at the same meeting are:
1. Develop a statewide understanding of Title 7 of the California Code of Regulations and the Clean Water Act amongst all stakeholders.
2. Identify Best Management Practices for compliance with NFPA 25 with California Amendments and the discharge of water from fire protection Systems.
3. Develop and institute a statewide education program for all stakeholders within the Water Regulatory Agencies, Regional Water Control Boards, Fire Sprinkler Industry, Fire Service and Statewide and local governments on the Best Management Practices identified and agreed upon by this Focus Group.
4. Develop a process for obtaining permits for discharging water during required NFPA 25 maintenance and testing of water-based fire protection equipment.
