Bruce Lecair, a 31-year fire service veteran, is Regional Manager for NFSA’s Pacific Region, which includes California and Hawaii. Bruce joined the Woodland, California Fire Department in January of 1979 and served as Fire Marshal for six years. He served on the Northern California Fire Prevention Officer’s Association Board of Directors for two years and was Co-chair of the Northern California Fire Prevention Officers Fire Equipment and Devices Committee for 3 years.  Bruce served as President of the Yolo County Fire Prevention Officers Association for 2-years. Bruce served on the Title 19/NFPA 25 Ad Hoc Working Group that assisted the State Fire Marshal in adopting the current NFPA 25 with California amendments for inspection, testing and maintenance of water-based fire protection systems.  Bruce currently is a member of the California OSFM Automatic Extinguishing Systems Advisory Board and the REsidential Fire Sprinler Water Task Force.  Bruce is California Fire Service Training and Education Systems certified as a Fire Marshal and Chief Officer, has an Associate of Science degree in Fire Science, a Bachelor of Science degree in Management and a Master of Science degree in Emergency Services Administration.

California Office of the State Fire Marshal Preparing for Fire Sprinklers in “ALL” Residential Occupancies in Adoption in 2010 CBC

Response to the recent ICC-IRC approval of RB64-07/08 to require residential fire sprinklers in all one and two family dwellings and townhouses during the International Code Council Hearings in Minneapolis, MN on 09/21/08, the State of California has started a comparison review process under the direction of the Department of Housing and Community Development (HCD) to compare the current State of Housing Code/Laws (Title 25, CCR) as well as the 2007 California Building Code (Title 24, Part 2) and those of the ICC-International Residential Code (2009 Edition).  Concurrently, the State Fire Marshal has formed a Residential Fire/Water Supply Task Force (Group) to begin the process of looking at the issues associated with such a statewide mandate (1st meeting was held on 10/09/08).  This Task Force (Group) is considered Phase I – to study the issues associated with water supply.  A subsequent Phase II Task Force (Group) will study the design, installation, and inspection criteria within the residential occupancy.  
 

The OSFM’s Residential Fire/Water Supply Task Force will be making recommendations to the State Fire Marshal at the end of April 2009 on a variety of issues, such as but not limited to: Water Rates/Fees, Connection Configurations (from main to house), Process Efficiencies, Cost Impacts and Laws/Regulations concerning water services and residential fire sprinkler systems. The Task Force includes stakeholders from throughout California including NFSA, Water Purveyors (large and small, public and private), California Building Industry Assn (CBIA) City and County Fire Agencies, League of California Cities, California Department of Housing and Community Development (HCD), California Department of Public Health, California Public Utilities Commission Water Branch (PUC), NFPA, and Nor Cal and So Cal Fire Prevention Officer’s Associations.

 

 At the initial meeting the Task Force created 4-subcommittees, Fees/Charges – Regional Manager Bruce Lecair will Chair, Connection Configurations – Julie Spacht, L.A. Dept. of Water and Power, will Chair, Laws and Regulations – Steve Hart, Consultant,  will Chair and Process Efficiencies & Cost Impacts – Bob Raymer, Ca. Building Industry Development will Chair.
